If you loved Fallout 1&2 then I'd definitely recommend Arcanum. It was made by some of the developers of the original and it's the closest thing you can get to them. It takes place in a standard fantasy setting with dwarves and elves, but during an industrial revolution, so you have access to guns and all sorts of other inventions as well as magic. It's not particulary combat heavy either until the last quarter of the game, it fits what you're looking for exactly. Just make sure you play in turn-based mode, RTWP is an option but it wasn't really made for it and it's kind of a mess.
