According to gaf the countdown is messed up. Here's the correct countdown:

There was a period when they released a Tales game every year in Japan. This isn't exactly strange for Namco Bandai.

Whatever, they're so neglecting us of another Tales game like they've done the past 12(?) times.

Man, they just keep pumping these out don't they? Too bad I'm not into "Talse of" games, with the current jRPG drought Id have a lot less to complain about.

It might be a Vita game, judging from this article:

Yeah, I'm betting on a Vita title. Either a port or one of the lesser series.
People have been joking about yet another Tales of Phantasia port.

If it comes to the U.S. this time, I'm not going to complain.

New system coming out, Sony's relationship with the team, all in all a very possible idea.
I've never been too interested in the handheld Tales due to their quality, but hopefully a vita would would be decent. No idea what they would remake if they did go that route. Rebirth?

Seriously, reading posts like this makes me just a little bit annoyed. How exactly is Namco screwing you? Is it because they are depriving you of some sort of right you have to play every Tales game in English? Grow up.

Let's see, we got Vesperia, we're getting Graces f, we're getting Abyss 3DS. They haven't announced anything for Xillia but given that it's the biggest Tales game yet I certainly wouldn't bet against it. Other than handheld games, what have we really missed lately?
OMG, Namco Bandai is screwing us so much. How dare they!
Now one can certainly complain about how long they're taking to do it. And the fact that this might be a handheld game certainly does lower the odds. But I think most of this whining about how we don't get any Tales games is pretty unjustified.

I personally find Namco Bandai's policies annoying, but it's less that they don't release any Tales games, and more that they refuse to release the 2d games for no clear reason. The last 2d game they released was Tales of Eternia (Destiny II) in 2000 and they never tried again aside from Nintendo basically forcing a localization of Tales of Phantasia for GBA which was frankly a rather bad port.

Namco Bandai never bothered to give us Americans and Europeans (especially Europeans):
Tales of Phantasia (its spin-off sequels)
Tales of Rebirth (PS2, PSP)
Tales of Innocence
Tales of the Tempest
Tales of Hearts
Tales of the World: Radiant Mythology 2 & 3
Tales of Destiny II (PS2, PSP)
Tales of Symphonia (PS2)
Tales of Vesperia (PS3)
Tales of VS.
Tales of Fandom I & II
Tales of Graces (Wii, at least they could've started first with this game to say sorry for ToS2 to us Wii users)
Tales of Xillia (still no info for release)
Let us not forget the seemingly rich Viva! Tales of Gummies, which are the fandom's gold.
And they just gave us:
Tales of Phantasia
Tales of Eternia
Tales of Destiny
Tales of Symphonia
Tales of the Abyss (PS2, 3DS)
Tales of Legendia
Tales of Vesperia
Tales of Graces F
In short, we've had 8 titles of over 25 titles (there are some I didn't list). Let's not forget how NASTY that Vesperia thing went on...
So yes, Namco Bandai skips lots of titles on us.

And yes, it matters we haven't played those games in English because, well, that's the whole point to it. The fandom REALLY likes the characters that they cherish whatever little line in their language they say. They're just not screwing me, they're screwing the entire fandom.
