A Chapter, as others have mentioned, should resolve the ideas/events introduced within it in some way. I tend to like shorter chapters myself, though longer chapters with breaks are really nice, too, mostly because I don't often feel like sitting down and reading too many pages at once.

i like there to be as many chapters as the author intends there to be.
sounds like a cop-out answer but think about it: they ought to come at logical breaks in the story, which is something that will vary based on the author/book.
and it's certainly absurd to be upset to any degree whatsoever about how long a chapter is. bookmarks can be placed on any page, theoretically.
