Probably the only practical way is for a company with enough funds to launch a larger, coordinated effort. Make a localization bible to keep all the names and terms consistent, get the games brute forced all at once by different teams/companies, then release them spaced by, I dunno, 6-9 months using the time in between for one team to edit each installment and ensure it's as consistent as reasonably possible. Probably still get some screw ups in the process, and we'd STILL be waiting quite awhile, but at least it wouldn't be two+ years between installments.
But I'm sure Xseed can't afford to do that, and Falcom might not either though I guess they'd have to be the ones to do it if they really want to get international releases out. Or they could take the easy way and put together "previously in Trails" reviews for this new one, but I'd rather actually PLAY THEM, or at least get SC out. Lamest way to address a cliffhanger like that would be skipping ahead 4 games and going "by the way this happened."
