perhaps your getting the captcha wrong? also your username cant have a capitol letter in it.

No, it's before any of that on the first page where you enter your email address. I've tried 5 different email address and just get an error that I am too stupid to read and google is too stupid to translate. :p

It's riyou kiyaku-- it's a use/user agreement. The rest is saying to please check and insert/enter something. I'm guessing it's asking you to check a box that says you accept the ToS.
