They don't use the name Castlevania in Japan. They tried for awhile, but ultimately dropped it.

Keep in mind Konami's main focus is no longer Japan, its the US.  Notice how games like MSG, Silent Hill, and Castlevania now come out here first?  Also notice how quickly(compared to other developers) games like Suikoden get localized here now?  This pretty much has to do with the fact they are aiming for the US market first since it makes them more money.  So using this logic it would be absurd if they don't release a game franchise which sells much better in the US, on a system with a larger userbase in the US.

For starters, I don't have a PSP.
Second, I actually still have my TG CD, along with a copy of the japanese version of Rondo of Blood.
I also still have my copy of SOTN.
I am not going to buy a psp just for the 3d "enhanced" version of Rondo.
That being said, this IS great news for those who never got the chance to play it.

It's great, but it is the PSP. Mean the games may be hampered thanks to lengthy loading times.

But then again Sega Genesis Collecion was more than decent, so it can't be that bad.

That's pretty much just a developer problem. The same holds true for about anything short of cartridges, where the worst you'll get is about 5 seconds.
