There you can find the official explanation of Abe's comments. Exactly why one would come up with two different definitions for the term coercion is beyond me. Then again, it's not really surprising, given that sadly such remarks are common in Japanese politics, and Abe had previously made similiarly outrageous comments regarding A-Class war criminals, etc.
