Actually, there were a lot of those "early anime storybook adaptions".  I guess it was just cheap to outsource it to them or they caught a "bug" to animate the classic stories as well.

Yup, Remi sans famille is Remi without a family.
It's a kid without anyone would travels with a street performer, a monkey, a lame dog and the cool dog.
They live a terribly poor life and bad shit ALWAYS happens.
Then the cool dog dies.

I think the show ends with Remi getting adopted.

Yep! When I saw that in the video I laughed because I watched that way back when I was looking for gameplay vids of the Touhou series. The music, in case anyone is wondering, is Nakatsuka Takeshi's "Bright Lights, Big City".
