I dunno, Sega brought us Streets of Rage, the epitome of beat 'em ups.

As I recall, the Sonic 360 game was subpar on many levels, but far from being one of the worst games on the system.

One of the main complaints I constantly hear about that game is that it had so much potential if they just fixed the obvious flaws in the game- and really, those flaws, from what I can gather, could be easily fixed with just a few test plays.
