PSO/PSU/Monster Hunter all have online modes you pay for and offline modes you don't. But it sounds like you may need to login for this, though it's possible Nintendo will get the monthly fee waived outside of Japan.

Apparently there were no hints that it's going to have offline. They just said it can be completed solo 100%... But that doesn't mean it's offline.
