1. What I saw said (you can look in the thread for this) was that that they "couldn't", rather than they "didn't", so that implies there's some sort of problem whether it's man power (I think this COULD be most likely, everyone got shuffled elsewhere right after development ended so there's no one to get it put over), some part of the code was insurmountable for translation which really seems weird after IS, or there's some issue with another company blocking release. In any case, laziness implies a conscious decision on Atlus USA's part, when it's apparently out of their hands.
2. As much as I'd want the PSP version instead, I'm glad that the second part's made available again period, even with some of the inconsistent names. It's still a really good translation, even if it kind of had to juggle between consistency with the crap translation and being more authentic this time.
