Who is this from Ys: The Ark of Napishtim

I've been trying to figure who this is, and someone said the character was from Ys: The Ark of Napishtim, but they didn't remember who. I've been trying to figure it out, but I can't.

Probably from another Falcom game (Ys Origin?) because I definitely don't remember him from Napishtim.

could also be Felghana. Whoever it is, it's probably a minor NPC from a town.

He is a merchant from the second town of YS 6: the ark of naphistim. He runs a shop in the city plaza selling items like potions and stuff, his sister kicked him out of the weapon store cause she wanted to own the entire shop. Also if you buy all the sister items, she orders his brother to buy all your items at double the price.

His name is Meshbolk.  Yes, a town NPC, BUT, if you don't want MAJOR spoilers, look away.......

If you manage to get to the final dungeon within four hours of game play, you will get to fight a secret bonus end boss.  Be careful how much you buy from him, his hit points are TEN TIMES that of how much gold you spend in his shop.  Watch out for his thunder bolts attack.
