I bought a PS3 and my brother had downloaded stuff onto my PSN account previously. How do I redownload it? I can't do it from the PSN store, it's just saying I need to buy it again.

Go to the Playstation store and look at the top right of the screen. You'll see a "View Cart" icon and to the left of that is a "View Downloads" icon. That will show you everything you've downloaded on your account.

That's the weird thing, it is clearly in my transaction history but not on my downloads list.

Did you activate the system? That could be the problem. Also, If you still have access to the other PS3 that you're brother downloaded stuff on, try deleting something and re-downloading it to see if it has something to do with your account. Otherwise, I don't really know what else to do.
