Any good civilization sim games for the DS?

My girlfriend has recently taken to playing some sim games for the PC like MyTribe and Virtual Villagers, where the player guides the creation of a small civilization. I can see the appeal of these games because they focus more on community building rather than an individual person (as in Harvest Moon, Animal Crossing, and the like). However, she's frustrated at the overly-simplistic nature of these titles which appear to be aimed more at young children. I've looked into Civilization (not on the DS, of course), but from what I can see, it focuses mostly on battle tactics than cultural advancement.

She's got a PC and a DS, but is currently getting sick of playing these things only on the PC, but if it's good enough, I'm sure either one would be great.

Personally whenever I play Civ I almost always win by cultural impact, not war. I'm a lover, not a fighter! :P

Beyond the Sword, the expansion for Civ 4, also has a neat mod that makes your only victory condition be something called "Gross National Happiness."

Funny thing is, there was a sale on Steam for Civilization IV and all the expansions for $20 the other week.

I already got Civ IV in a similar (maybe cheaper?) sale awhile back, but I DID get CivIII for the heck of it. I'm only missing the first now, and I don't think this is a series I really need to go to the beginning for outside of messing around for novelty's sake.
