It's from a Broadway musical named Avenue Q.  There are a bunch of great songs in it.  My favorite is definitely Schadenfreude.

The lady singing is playing the character of Gary Coleman, who has fallen from fame to become an apartment building supervisor.  The guy is an obvious reference to Sesame Street's Ernie, and at this point, he's lost his job and been kicked out of his apartment.

Edit: If You Were Gay is also funny in a very awkward way.
