Recommend me an RPG with a great villain. No... with the greatest villain!
One who has motives for his actions.
One who is not aided by the script but accomplishes things himself.
One who is so vile I will, as a person, despise him thoroughly for what he has done.
One who will make me thirst for his destruction.

I never saw him all that great (mind you, I played the game last like 9 years ago).

Kefka was great for his own and only "success" story.

The 10 Wise Men a la Star Ocean 2 had a *ton* of potential technically.  THat whole space opera with billion year old Nedians was cool.

I was going to suggest FF6, myself, as Kefka is irredeemably evil in my view.  Besides, unlike Luca "DIE, PIG" Blight, Kefka maintains a presence throughout all of the game and maintains his sadism until you end him.

Does the villain need to be the "final" villain? Because if not I'd say Persona 4 for the next-to-last villain.

Well I liked him. But Nyarlathotep from Persona 2 and Melfice from Grandia II are my favorites.
