The wheels on a plane just give it something to stand on when it's on the ground. The forward force is being generated by ejecting or propelling air backwards. A ship operates on a similar principle: you use a propeller to push water backwards,which pushes the ship forwards.

On the other hand, a car propels itself forward by exterting force on the ground. Lose traction, and you can't move. The conveyor belt simulates a loss of traction, but traction is irrelevant for a plane taking off.
